Below is a working document that is asset mapping the community of David City using the SimpleMind app related to the community capitals. Note this map is not complete as I haven't listed all of the businesses nor have I had time to build social and human capital as I am still new to this area. But the app can show the different capitals and I can also articulate areas where capitals cross. For example the library is of course, built capital but is also a social capital builder itself. I have also separated fast food places from traditional restaurants right now giving the more traditional sit-down restaurant both built and social as well. The app lets you export a pdf to an email. From there I saved it to my computer as a jpeg and then I was able to export the jpeg into the blog. It will be interesting to see how this diagram and others that I am constructing in my Accountability Region morph and adapt.</div>

Polk is due west of Butler and in my Accountability Region. Both communities have numerous assets centered around the Community Capitals Framework. These capitals include natural, built, social, cultural, financial, political and human. I am asset mapping these communities utilizing the framework and an app entitled SimpleMind where I can add a capital then list all of the corresponding capitals that fall under each category.<br />

In 1873, Civil War veteran Horace A. Cowles set up the Cyclone post
office in his home one mile east and one mile south of present-day
Shelby. In 1879, with the coming of the railroad, a second post office
named Arcade was established one mile east of the present site of
Shelby. In the winter of 1880, the post office was moved again a mile
west to where Shelby is today. Postal authorities objected to the name
"Arcade" due to confusion with the town of <a href="https://en.wikipedia.org/wiki/Arcadia,_Nebraska" title="Arcadia, Nebraska">Arcadia</a> in <a class="mw-redirect" href="https://en.wikipedia.org/wiki/Loup_County" title="Loup County">Loup County</a>. In search of a new name for the settlement, the people chose "Shelby", after the name of an official with the <a href="https://en.wikipedia.org/wiki/Omaha_and_Republican_Valley_Railway" title="Omaha and Republican Valley Railway">Omaha and Republican Valley Railway</a> (a branch of the <a class="mw-redirect" href="https://en.wikipedia.org/wiki/Union_Pacific" title="Union Pacific">Union Pacific</a>). <b>Osceola, Nebraska</b><br />
According to the <a class="mw-redirect" href="https://en.wikipedia.org/wiki/University_of_Nebraska-Lincoln" title="University of Nebraska-Lincoln">University of Nebraska-Lincoln</a>,
the first settlers of Osceola, which included the families of Reverend
James Query and Vinson Perry Davis, arrived in October 1868. Davis is
credited with naming the settlement after a <a href="https://en.wikipedia.org/wiki/Osceola,_Iowa" title="Osceola, Iowa">city of the same name</a> in <a href="https://en.wikipedia.org/wiki/Iowa" title="Iowa">Iowa</a>,<sup class="reference" id="cite_ref-osceola_6-0"><a href="https://en.wikipedia.org/wiki/Osceola,_Nebraska#cite_note-osceola-6">[6]</a></sup> which had been named after Chief <a href="https://en.wikipedia.org/wiki/Osceola" title="Osceola">Osceola</a> of the <a href="https://en.wikipedia.org/wiki/Seminole" title="Seminole">Seminole</a> people. William Francis Kimmel and John Hopwood Mickey in the early fall of
1871. It had been decided in an election by a margin of 14 votes, prior
to the formation that the "geographic center of the county" was best
suited to be the settlement's site. A courthouse was erected the
following spring and a general store was founded in May. During the
summer, a post office was built, which served as a terminus between the
cities of <a href="https://en.wikipedia.org/wiki/Lincoln,_Nebraska" title="Lincoln, Nebraska">Lincoln</a> and <a href="https://en.wikipedia.org/wiki/Ulysses,_Nebraska" title="Ulysses, Nebraska">Ulysses</a>. The town's first full year concluded with the establishment of a public school. The following year brought <a href="https://en.wikipedia.org/wiki/Methodism" title="Methodism">Methodism</a> to the town, and a church for the faith had been completed by 1878. Garrison, Nebraska</div>
Garrison was laid out <i>ca.</i> the late 1870s when the railroad was extended to that point.<sup> </sup>It was named for abolitionist <a href="https://en.wikipedia.org/wiki/William_Lloyd_Garrison" title="William Lloyd Garrison">William Lloyd Garrison</a>.<sup> </sup>A post office was established in Garrison in 1880, and <span id="goog_1059347021"></span><span id="goog_1059347022"></span>remained in operation until it was discontinued in 1965. Although a tiny village, Garrison has a couple of businesses including a large Frontier Coop facility (elevator, scale, ammonia tanks, etc), there is also a community center adjacent to the park.<br />

in Abie, Bruno and Octavia. All three...among other communities bound
by the Fremont, Elkhorn and Missouri Railroad. Abie was founded in 1877
and is home to the oldest Czech parish in the state, St Peter &
Paul's. Both Bruno and Octavia were established in 1887. The city hall
building and the theatre are both in Abie, the memorial is in Bruno and

The Surprise Community Hall photo is the Opera house that was built in 1913 and hosted local gatherings, lectures, musical performances and moving pictures. The last performance was in 1954 and the opera house listed on the National Register of Historic Places. Rising City will be 140 years old in 2018 “through toil and tears smiles and cheers 100 years.” #assetmapping #communitycapitalsframework #UNLcommunityvitality #CVI<br />

BEATRICE – Over the next few years, up to 13 communities in
Gage County will be getting help improving quality of life, by focusing
on needed facilities. Part of that effort will be developing new
leadership to see those efforts through.<br />
Tuesday night was the kick-off to a Gage Area Growth Enterprises
effort, working with the Heartland Center for Leadership Development, in
Lincoln. That organization applied for and received a $100,000 USDA
grant.<br />
Heartland Senior Associate, Kurt Mantonya says priorities can be whatever a community sees can help its future.<br />

This spring, Heartland will host several community meetings
throughout Gage County, setting up task force groups to explore facility
projects. Then, in the fall, the effort will focus on resources and
planning for facilities.<br />

The HTC framework was pilot tested in Valley County, Nebraska then adopted in Holt County. To date HTC has been implemented in 19 states. </div>

Was the new HomeTown Competitiveness program being <img align="right" alt="HTC Logo" border="0" height="94" name="ACCOUNT.IMAGE.22" src="https://mlsvc01-prod.s3.amazonaws.com/ee1e868c001/2d6c7a39-f5e8-4c66-9945-c7e2f6828126.gif" width="94" /> introduced at the time going to turn into yet another community revitalization effort that has good intentions but doesn't have lasting power?</div>

Those were the kinds of questions that civic leaders here could have been asking - and possibly were - about 15 years ago when what's described as a "come-back/give-back approach to rural community building" was being introduced in Nebraska.<br />
Jan Krotter Chvala, an attorney who served on the Nebraska Community Foundation board at the time, said she and other O'Neill residents saw that the HomeTown Competitiveness framework was having success elsewhere in the state.<br />
"We thought, 'If they can do it in Ord, we can do it here,' " she said.</div>

Valley County, which is where Ord is located, was the first testing ground for the HomeTown Competitiveness (HTC) effort that is a partnership of three nonprofit organizations - the Nebraska Community Foundation, the RUPRI Center for Rural Entrepreneurship and the Heartland Center for Leadership Development. Later, University of Nebraska Cooperative Extension became a key collaborative partner, too.</div>

The program is designed to harness the kind of local resources nearly every rural community - no matter its size - already has. Local task forces are organized around the four HTC pillars:<br />
- Leadership: to mobilize communities with a long-term vision for prosperity.<br />
- Entrepreneurship: to support innovation and economic growth.<br />
- Youth engagement: to cultivate a sense of belonging and opportunity.<br />
- Philanthropy: to provide financial resources for community and economic development.</div>

The Holt County communities of Stuart and Atkinson already had begun to embrace the HTC effort when O'Neill also decided to join in light of recognition that new ideas were needed to combat an alarming 10 percent decline in population as recorded in the 2000 U.S. Census.</div>

Bill Price, the longtime mayor of O'Neill, said, "We were 110 percent behind this. We realized we had to do this ourselves and that we could by working together."</div>
<div style="font-size: 12pt;">

Many of the pertinent organizational players already were in place - for example, the city itself, the O'Neill Chamber of Commerce and the O'Neill Community Foundation Fund, which is an affiliate fund of the Nebraska Community Foundation.<br />
Representatives of those entities and others ultimately worked with Holt County Economic Development to build a broad-based coalition working toward growth, economic development and encouraging young people to return home to work, raise their families and start businesses.</div>

Nicole Sedlacek, who previously served as the director of Holt County Economic Development and now works in O'Neill as an economic development consultant for the Nebraska Public Power District, said, "It felt like we had everybody coming to the table to work on this. And we were learning from each other."</div>

One of the key decisions made by Krotter Chvala, Price, Sedlacek and others involved was a conscious effort to focus on youth engagement even though they knew tangible results might be years away.</div>

Deliberate efforts were begun, for example, to raise funds for college scholarships for high school students in the O'Neill area - with the encouragement, but not the requirement, that the recipients consider coming back to Holt County in the future.</div>

Lauri Havranek, president and chief executive officer of the O'Neill Chamber of Commerce, said there now are $30,000 to $35,000 worth of scholarships awarded each year.</div>

The O'Neill Community Foundation Fund made a grant of $30,000 - its biggest given - to Northeast Community College to help with the creation of a facility in O'Neill where Northeast can offer classes. Northeast's presence in O'Neill has made a big impact, civic leaders said.</div>

And O'Neill was creative, too.</div>

High school graduates now are given a full-sized, personalized mailbox with a reminder that they are always welcomed home and an invitation to come back when the time is right.</div>

Joel Steinhauser, branch manager of the Tri-County Bank in O'Neill, said all those efforts and others have begun to pay off in the past five years.</div>

"The script has flipped," he said. "Ten years ago, high school kids wouldn't have wanted to come back. But now, the number of young people moving here is crazy. The HTC framework has helped change that narrative. It's now cool to live in a small town again."</div>

Toni Hamik, an O'Neill High graduate in 2013, is an example of that trend.</div>

She moved to Norfolk after high school to work and attend classes at Northeast Community College. After a couple of years, she decided to move back to O'Neill and now works full time at Sunrise Floral & Gift while also taking more college classes.</div>

<div style="font-size: 12pt;">
"I love O'Neill," she said. "Growing up here, me and all my friends all said we're never coming home. But now I can't see myself ever leaving."</div>
<div style="font-size: 12pt;">

Tracy Dennis, who serves as the secretary of the O'Neill Community Foundation Fund, said younger families - those headed by individuals in their mid-30s to early 40s - are becoming small-business owners and helping to stem the population decline that O'Neill experienced previously.</div>

In fact, the 2010 U.S. Census showed that O'Neill basically had stabilized its population in the past decade - a vast improvement over the 10 percent decline experience in the 2000 census.</div>

In addition to its focus on youth engagement, O'Neill also has several programs in place to assist with small-business creation, facade improvements for businesses, LB840 funds for economic<br />
development and others.</div>

Paula Havranek, market president for Pinnacle Bank in O'Neill, said there's no question that more O'Neill and area residents are aware of the ongoing efforts to spur growth and progress in Holt County.</div>

<div style="font-size: 12pt;">
And Holt County isn't resting on its laurels.</div>
<div style="font-size: 12pt;">

<div style="font-size: 12pt;">
The O'Neill Community Foundation Fund is close to reaching its goal - almost a year ahead of schedule - to raise $200,000 for its endowment fund. Once the goal is reached, the Sherwood Foundation will come through with a 50 percent match and add $100,000 to the total.</div>

"We're at 96 percent of the goal already, but we won't stop once we reach it. We'll just keep at it," she said.</div>

Holt County also has benefited from the establishment of the Rudolph H. Elis endowed fund through the Nebraska Community Foundation valued at more than $2 million. In 2010, for example, the fund made its first grant to Holt County Economic Development of $87,5000 to support entrepreneurial development and people attraction.</div>

Krotter Chvala said one of the areas the board of the foundation fund needs to work on deals with estate planning and charitable gifts.</div>

"The charitable piece is still underdeveloped," she said. "We just have to figure out how best to help people be able to do something that will be lasting. It's one small conversation after another."</div>

That emphasis is reflecting of O'Neill's recognition that residents are in the best position to have a positive impact on the community's future - and their willingness to take on that responsibility.</div>

One example of that is the informal efforts underway to, hopefully, make a fine arts center possible through private dollars since the O'Neill school board recently eliminated that from an impressive list of school additions and improvements.<br />

Krotter Chvala said O'Neill leaders realize that the community and region isn't large enough to expect a large amount of government funds to come their way.</div>

"We won't get the political dollars. We need to take care of ourselves," she said.</div>

Price said he considers himself fortunate to be mayor of a community that works so well together. "It's a hand-in-hand partnership," he said.</div>

And much of it stems back to the decision made years ago to adopt the HomeTown Competitiveness framework toward rural community building.</div>

Three innovators in rural community development will highlight this year's institute, which focuses on Clues to Community Survival and the Community Capitals Framework. On Tuesday, October 17, Charles P. "Chuck" Schroeder, Founding Executive Director of the Rural Futures Institute at the University of Nebraska, kicks off the institute. Chuck is a native of southwestern Nebraska ranch country near the rural community of Palisade. Prior to beginning his new duties in 2013 as founding executive director of the Rural Futures Institute, Schroeder served 12 years as president and executive director of the National Cowboy & Western Heritage Museum in Oklahoma City, Oklahoma. Previously, he held other leadership positions in the public, private and non-profit sectors, including serving as founding CEO of the National Cattlemen's Beef Association, headquartered in Denver, Chicago and Washington, DC. Schroeder also served as executive vice president and director of development at the University of Nebraska Foundation and director of the Nebraska Department of Agriculture. </div>

Wednesday's keynote speaker is Cornelia Flora, originator of the Community Capitals Framework. Dr. Flora is the former Charles F. Curtiss Distinguished Professor of Agriculture and Life Sciences and Sociology at Iowa State University. Previously she was holder of the Endowed Chair in Agricultural Systems at the University of Minnesota, head of the Sociology Department at Virginia Polytechnic Institute and State University, a University Distinguished Professor at Kansas State University and a program officer for the Ford Foundation. A past president of the Rural Sociological Society, the Community Development Society and the Society for Agriculture, Food and Human Values, she is author and editor of a number of recent books, including Interactions Between Agroecosystems and Rural Communities, Rural Communities: Legacy and Change (now in its fifth edition) and Sustainable Agriculture in Temperate Zones. Dr. Flora received a Bachelor of Arts degree from the University of California at Berkeley and M.S. and Ph.D. degrees from Cornell University, where she received the 1994 Outstanding Alumni Award from the College of Agriculture and Life Science. She is a Fellow of the American Association for the Advancement of Science and was chair of the Boards of Directors of the Henry A. Wallace Institute of Alternative Agriculture and the Northwest Area Foundation. Currently, she is serving on the boards of several organizations, including CONDESAN (The Consortium for the Sustainable Development of Andean Ecoregion), Winrock International and the National Campaign for Sustainable Agriculture. She previously served on the National Agricultural Research, Education and Economics Advisory Board. </div>

Thursday's keynoter is Charles "Chuck" Hibberd, a Lexington, Nebraska native and UNL graduate who assumed the position of Dean of Cooperative Extension in 2012. Dr. Hibberd was the director of Extension and associate dean of agriculture at Purdue University from 2007 to 2012. Previously, he was director of the Panhandle Extension Center in Scottsbluff, Nebraska for 13 years. Hibberd received his bachelor's degree in agriculture, with an animal science major from University of Nebraska-Lincoln and his master's and Ph.D. degrees from Oklahoma State University in animal science and animal nutrition, respectively. He was a faculty member at OSU from 1982-94. </div>

LUIS, Colo. — Each morning as the sun curves over Main Street in this
isolated desert town, Felix Romero takes the worn wooden steps from his
upstairs apartment to his downstairs grocery.</div>

He
flips open the lock on a scratched blue door, turns on the lights and
begins to sweep, just as his family has done since 1857.</div>
<div class="story-body-text story-content" data-para-count="260" data-total-count="582">
But
R&R Market — the oldest business in Colorado, built by descendants
of Spanish conquistadors in the oldest town in the state — is in danger,
at the edge of closing just as rural groceries from Maine to California
face similar threats to their existence.</div>

“If
that little store closes, it’s going to be catastrophic,” said Bob
Rael, director of the economic development council in Costilla County,
where San Luis is the seat. “Reality is going to set in. Who let this
happen?”</div>

Across
the country, mom-and-pop markets are among the most endangered of
small-town businesses, with competition from corporations and the
hurdles of timeworn infrastructure pricing owners out. In Minnesota, 14
percent of nonmetropolitan groceries have closed since 2000. In Kansas,
more than 20 percent of rural markets have disappeared in the last
decade. Iowa lost half of its groceries between 1995 and 2005.</div>

Procter, a Kansas State University professor whose work has focused on
rural food access, erasing a bedrock of local economies just as rural
communities face a host of other problems.</div>

In New York or Los Angeles, the loss of a favorite establishment is an event to be <a href="https://www.nytimes.com/2017/07/16/nyregion/cup-and-saucer-closing-diners.html?rref=collection%2Fsectioncollection%2Fnyregion&action=click&contentCollection=nyregion&region=stream&module=stream_unit&version=latest&contentPlacement=7&pgtype=sectionfront">mourned</a>.
But in this ranch town, where the closest reliably stocked market is 40
miles away, the threat to R&R Market raises questions about the
community’s very survival.</div>

Romero and his wife, Claudia, have worked in this shop seven days a
week for 48 years, doling out bread and tamal flour, diapers and fishing
rods, medicines and ranch tools. Now, they have reached their 70s and
are trying desperately to sell.</div>

The
problem is finding a buyer at a time when owning the local grocery is a
high-risk endeavor, and when President Trump’s budget proposal for 2018
calls for billions of dollars in cuts to aid for rural America,
including programs like food stamps and business loans that help small
groceries.</div>

The
White House has said the plan is intended to reduce the debt burden for
future generations. But it has Republicans and Democrats alike
expressing fear for rural districts.</div>

To visit San Luis is to enter a world that has persisted despite, or perhaps because of, the most extreme of circumstances.</div>

hundred forty-five people live in this village just north of the New
Mexico border. Most bear the names of the Mexican settlers who came here
in the tense days of the Wild West: Gallegos. Mondragon. Romero.</div>

town, residents still speak the Spanish of their ancestors. And on the
outskirts, fields of alfalfa sip from an irrigation ditch that those
settlers dug by hand.</div>

This
is high desert country, where a few inches of rain falls in a year,
winters dip far below zero and the big city nearby is Alamosa,
population 9,918. There is no bank, no gas line, and the electricity
sometimes goes out for hours.</div>

The
market was built in 1857 by José Dario Gallegos, a merchant and Mr.
Romero’s great-great-grandfather, who turned his store into a hub. His
descendants have operated it since, filling the shelves with vegetables,
locally grown bolita beans and hand-packed chiles.</div>

Small
markets across the country face similar challenges. Many of the men and
women behind the cash registers have reached retirement age, and few
people want to take over. Profit margins at independent groceries are
slim, typically 1 to 2 percent, and last year a quarter of the
independent markets surveyed by the <a href="http://www.nationalgrocers.org/who-we-are/economic-impact">National Grocers Association</a> experienced losses.</div>

Customer
bases are declining. The cost of upkeep can be overwhelming. Slow
internet means inventory orders can take all day. Old refrigerators suck
up electricity and money.</div>

Because San Luis has no <a class="meta-classifier" href="http://topics.nytimes.com/top/news/business/energy-environment/natural-gas/index.html?inline=nyt-classifier" title="More articles about natural gas.">natural gas</a> line, residents use propane tanks or wood stoves, and Mr. Romero’s utility bills are now $1,300 a month.</div>

who want to take on these stores can find it impossible to buy. If
you’re poor — and many people in these towns are — and interested in a
risky deal, few banks will give you a loan.</div>

Department of Agriculture, including a 25 percent reduction in food
stamps over a decade and the elimination of the Rural
Business-Cooperative Service, a program that has extended credit to
people who want to buy businesses like R&R Market.</div>

The White House <a href="https://www.whitehouse.gov/sites/whitehouse.gov/files/omb/budget/fy2018/fact_sheets/2018%20Budget%20Fact%20Sheet_Budget%20Overview.pdf">has said</a> much of this assistance can come from the private market or other federal agencies.</div>

And
the administration’s new head for rural development, Anne Hazlett, said
in an email that the Agriculture Department would prioritize small-town
America, regardless of reductions. Among the proposed cuts, she noted,
is a suggested addition of $162 million for rural distance learning,
broadband and community facilities.</div>

not everyone feels reassured. “Many in agriculture and rural America
are likely to find little to celebrate within the budget request,”
Representative Robert B. Aderholt, a Republican from Alabama, said in a

Idea 1: Ask the Question: “Who’s Not Here?”
In order to answer this question, members of a community group have to understand the composition of their community. What groups or individuals should be involved in order to have a truly representative community organization? Which groups are missing from the organization (or the meeting or the project)?
Understanding the make-up of the community helps in analyzing the leadership pool so that certain segments of the community can be targeted for special recruiting efforts.
This can also be considered as an “insurance policy” for a community action project since making sure that the group is inclusive is the best way to build in cooperation from the beginning.
Answering this question assumes, of course, that efforts will be made to involve those not present, as a way of making sure that all parts of the community are well represented.

The late futurist Robert Theobald, who was among the founders of the Heartland Center, wrote that leaders today are like someone riding a boat through a rapids, where little is known about the dangers that lay ahead. The point is that change today comes at an increasingly faster pace and with unpredictable complications, and the patterns of the past are no longer reliable predictors of the future. As Theobald put it, today's leaders need to learn how to "avoid being surprised by unexpected events." This week we explore challenge No. 2: Mandates from Above.
Unfunded mandates from state or federal governments further complicate the fiscal challenges that community leaders face, as they are compelled to institute or continue programs for which no additional financing is forthcoming. Yet, refusing to accept such mandates may endanger support for other programs. The community may not object to the program rationale for a particular mandate, but without the accompanying financial support the result is another complication in the tasks that community leaders must complete. To get their message back up the chain of bureaucratic control, community leaders must join with others in similar circumstances to increase the impact of the local perspective.

2016 was a fantastic year for staff and associates at the Heartland Center and we would like to share with you some highlights.
First and foremost, we celebrated our 30th year with over 30 community and community development professionals from across the country at Snow King Resort in Jackson, Wyoming to learn techniques and share lessons on capacity building, projecting the future and sustaining success.
During the summer, nine interns were placed in five communities across Nebraska to work on locally identified community betterment projects as part of our collaboration with the University of Nebraska Rural Futures Institute. Center staff helped to identify host communities, teach a one-week community development class and conduct mid-point site visits.
Our long-term engagement in Pilger came to an end with a successful town hall meeting held at the new fire hall in Pilger. This was the last of five such meetings held in Pilger since the twin tornadoes of June 2014 decimated three-fourths of this tiny northeast Nebraska community. The Center's engagement included helping citizens create task forces to implement actions plans around priorities and help them "reinvent" their community.
During the fall, the Center collaborated on yet another successful series of rural regional forums sponsored by the Rural Futures Institute. These forums, designed to give communities opportunities to discuss regional trends and aspirations, were held in North Platte, Chadron and West Point.
The Center was retained by the Blandin Foundation and a coalition of other Minnesota agencies to create a community development curriculum to train and certify community development professionals in Minnesota.
In late 2016 through 2017, the Center will be working with the St. Louis engineering firm Intuition & Logic on the North Salt Creek watershed master plan in Lincoln, Nebraska. We will be coordinating public participation activities.
Looking Forward
2017 looks to be another exciting year for Center staff and associates with the 30th anniversary of Clues being at the forefront. In 1987, the first edition of our landmark publication, Clues to Rural Community Survival, was published to wide Clues Book Cover acclaim. The publication revealed results of our own case study research on thriving small towns, revealing 20 characteristics that such communities have in common. The "20 Clues," as they have become known, all represent contingencies controllable by local leaders, rather than uncontrollable contingencies that were popular at the time, such as distance from an Interstate highway.
The 20 Clues underscore that leadership is the key variable in community vitality, leading to the Heartland Center's emphasis on strengthening leadership in the three decades that followed.
In 2017, in celebration of the 30th anniversary of the first publication of the Clues book, we will unveil the 4th edition, updating some of the case studies from the past and publishing many new chapters on thriving small towns around the nation.
The new edition will feature contributors from throughout the country, focusing on small towns with which they have considerable familiarity. Contributors will follow guidelines for case study research developed for the very first edition in 1987 and updated within the past year. The focus of the new edition, as with previous versions, will be to share lessons of success that other communities can learn as they stake out their own pathways to rural community vitality.
Watch for our announcement early next year on the dates and location for our 2017 annual institute, when the new edition of the Clues book will be released and when we will share stories from throughout the United States and abroad on how the 20 Clues have become a staple in community development theory and practice.

Today's community leaders face a set of challenges that, in many ways, is quite different than the challenges that were common to previous generations. Here is a summary of eight challenges that we see in our work with small towns and rural communities throughout the U.S. I am going to be putting up excerpts from our publication "8 Challenges Facing New Leaders" once a week. Challenge No. 1: Doing More with Less
Today's leaders often discover that community needs and expectations far exceed available financial resources. And for every taxpayer who clamors for tax cuts, another wants more tax supported services. As a result, community leaders find themselves searching for innovative ways to squeeze more from each available dollar or to increase revenues through innovative financing schemes. at Snow King Resort in Jackson Hole, Wyoming to learn techniques and
share lessons on capacity building, projecting the future and sustaining
success. Presentations were conducted by experts in the fields of

participant. "I left the experience with a number of key actions I can
apply immediately. Aside from my key learnings, the introductions and
networking alone made the trip worthwhile." <br /><br /><div>
<br />The
Jackson Hole Institute was the first of two major events planned this
year and next to celebrate the Heartland Center's 30th anniversary. The
Heartland Center was incorporated in 1986 by a group of Great Plains
leaders who wanted to make a positive statement about the future of
small towns during the farm crisis of the mid-1980s. </div>

In
1987, the first edition of our landmark publication, Clues to Rural
Community Survival, was published to wide acclaim. The publication
revealed results of our own case study research on thriving small towns,
revealing 20 characteristics that such communities have in common. The
"20 Clues," as they have become known, all represent contingencies
controllable by local leaders, rather than uncontrollable contingencies
that were popular at the time, such as distance from an Interstate
highway. The 20 Clues underscore that leadership is the key variable in
community vitality, leading to the Heartland Center's emphasis on
strengthening leadership in the three decades that followed.</div>

In
2017, in celebration of the 30th anniversary of the first publication
of the Clues book, we will unveil the 4th edition, updating some of the
case studies from the past and publishing many new chapters on thriving
small towns around the nation. The new edition will feature
contributors from throughout the country, focusing on small towns with
which they have considerable familiarity. Contributors will follow
guidelines for case study research developed for the very first edition
in 1987 and updated within the past year. The focus of the new edition,
as with previous versions, will be to share lessons of success that
other communities can learn as they stake out their own pathways to
rural community vitality. </div>

Watch for our
announcement early next year on the dates and location for our 2017
annual institute, when the new edition of the Clues book will be
released and when we will share stories from throughout the United
States and abroad on how the 20 Clues have become a staple in community
development theory and practice. </div>

Rural Futures Serviceship Project <br />Interns Build Community Capacity in Five Nebraska Communities</div>

During the summer of 2016, nine interns were placed in five
communities across Nebraska to work on locally identified community
betterment projects as part of the Heartland Center's collaboration with
the University of Nebraska Rural Futures Institute. This was the
fourth year of a residential summer service learning internship that
started in 2013 with two communities. The following details some of the
accomplishments from these dedicated interns.<br /></div>

In Friend, the interns spearheaded a new resident recruitment strategy
by conducting research on a new "spec" home and wrote a grant to help
fund part of its construction. They ramped up marketing efforts to lure
new residents by creating a Facebook page and a Twitter feed as well
refreshing the community website.</span><span> Of their experience in Friend, one of the interns said. "The RFI Serviceship provides the idea, but </span><span>it lets </span><span>you take the reins and light a </span><span>spark</span><span> in</span><span> a community."</span><br /><span> </span><div>
<span><br />The
intern in McCook took on a four-pronged approach to revitalization that
included Marketing Hometown America (a University of Nebraska Extension
initiative), </span></div>
conducting a business life cycle assessment,
contributing to community leadership development and taking on a number
of special projects such as a farmer's market, indoor skate park
development and city beautification. <br /><br /> <img align="right" border="0" height="112" hspace="5" name="ACCOUNT.IMAGE.172" src="https://mlsvc01-prod.s3.amazonaws.com/ee1e868c001/cb1dcc3f-7724-4288-87bf-ab5e6cb942db.jpg" vspace="5" width="200" /> Said Kirk Dixon, director of McCook Economic Development, "T<span>hank
you for providing us with an excellent Rural Futures intern and a
mature young professional. He has not only been involved in every
aspect of our Marketing Hometown America roll-out, he has been an
enormous asset to my office as we assess the current business climate
and needs for existing retailers in McCook." <br /><br />The intern in
McCook also discussed his summer..."The serviceship is more than just a
summer job. You're inherently part of the community. It sets the stage
for how you impact the community you live in now, and the one you'll
live in 20 years from now. There are so many opportunities in every
community and now I'm in tune to those. It's awesome." </span><span> </span></div>

In Curtis, Nebraska, two interns worked together to complete projects
that not only benefited the community but also the Nebraska College of
Technical Agriculture (NCTA). One of their major projects was to expand
on the local recycling program. They first initiated a survey to find
out what types of materials students of NCTA and residents of Curtis
would be willing to recycle. They utilized this information to feed
into a grant they wrote. Finally, they worked on the logistics of the
program such as bin location, dates of service and promotion of the
recycling program. <br /><br />Cozad benefited from two interns whose task
was to find ways for Camp Comeca to strengthen its relationship with the
community and gather ideas to utilize the camp year-round. In order to
do this, the interns presented information on Camp Comeca to community
groups. They created an interview protocol that guided a discussion
with several stakeholders and community leaders and brought all of this
information into a couple of town hall meetings. Their work prompted
several suggested actions that included getting Camp Comeca information
into travel guides, bringing the community and Camp Comeca staff
together in strategic planning and creating more volunteer
opportunities. <div>

slicker from another part of the world, it was awesome to experience,
work with and contribute to a rural Nebraska community. The people were
friendly, the community was welcoming, they appreciated the work we did,
and it was the most demanding and rewarding internship I have ever
done." <br /><br />Finally, in Nebraska City, the interns worked with the
Nebraska City Area Economic Development Corporation focusing on the
tourism aspect that is a large part of Nebraska City's economy. The met
with various stakeholders and conducted a business analysis, visited
key sectors of the economy and attended various governmental and civic
meetings. All of this led to a community branding effort and social
media marketing toward Millennials. </span></div>

<strong>Understanding Community Capacity Building.</strong></div>

<br />With the recent centennial of the Smith-Lever Act of 1914,
Cooperative Extension educators working through Land Grant Universities
have many years of experience to draw on. This session provides a
broad overview of the role of community development in Extension across
the US and outlines specific programming in Montana. Programs includes
content in local government research and technical assistance,
community foundation education, leadership development, and work with
tribal communities. Discussion will be oriented toward understanding
the role of Extension within the broader community development
framework.</div>

<div>
Paul is the Montana State University Extension Community
Development Specialist. His general responsibilities involve providing
research, technical assistance and workshops on various community
development topics to strengthen the social, economic and environmental
well-being of communities across the state. Specifically, he works
toward providing resources and programs in many areas, including
community strategic visioning, leadership development, community tourism
and development.</div>

<strong>Dan Clark</strong></div>
<div>
Dan Clark joined the Local Government Center in April 2008.
Previously, he served as the Statewide Director for the Montana
Horizons program from 2006 to 2008. Dan also worked as a Montana State
University Extension faculty member in Teton County from 1997 to
2006. During this time, he served as Mayor of Choteau, Montana for four
years. He earned his Bachelors and Masters Degree from the University
of Arizona in Agricultural Education and taught high school
agriculture for three years before joining Extension. </div>

<strong>Blake Christensen</strong></div>
As Associate Director of the Local Government Center, Blake provides
training, facilitation, and technical assistance to local governments
and organizations across the state of Montana. Previous to his current
position, Blake served as associate general legal counsel for a large
international maritime company, where he counseled executive leadership
on legal liability and business transactions. He earned his bachelor's
degree in political science from Brigham Young University and juris
doctor degree from William & Mary Law School.</span></div>

leaders within organizations.<span style="mso-spacerun: yes;"> </span>The
Holdrege Area Chamber of Commerce Board of Directors has a wonderful mix of
young leaders, but our observation is this is not the norm amongst other
organizations.<span style="mso-spacerun: yes;"> </span>While the community does
invest in its youth, there are not consistent opportunities for middle and high
